    How Measures Progress

    Measures will be reviewed & evaluated by a team against the following criteria:

    1. Relevance - addresses the Challenge Question​
    2. Alignment - aligns to a Type of Innovation
    3. Method – offers a proven and practical method to measure innovation
    4. Value – offers in-depth insights to stimulate further innovation
    5. Applicability – can be applied to multiple organizations and industries
    6. Quality – is written clearly and logically

    For a measure to progress to the Head to Head stage, it needs 2 Expert Reviews with minimum rating of 3.5.
